Ban bug on old account

So, a few years ago when Valve added a new behavior score system there was an automatic perma-ban wave of all accounts that had 1 behavior score, many of which were an old accounts that had no matches recently. I've heard and read that many people encountered this problem, and according to numeral sources Steam Support have been removing these bans if users had applied for that. So, the issue here is that I haven't played Dota 2 back then for about 2-3 years, and didn't even know that my Dota 2 account had the exact 1 behavior score, and now that I I'm trying to come back to this game, I can't play on this account (which is my main one) because it got permanently banned. And I would like to know if it's too late for it to be recovered, or there is a way to do it. Thanks
