Some issues are out of scope for this bug tracker. Requesting product announcements, gameplay patches, anti-cheating measures, issues with other products, reports of specific player accounts... this tracker just isn't intended for those things, so if they get voted up we'll close them out with no action and a comment saying something neutral like "out of scope". Because anyone can submit anything as an issue, of course everything will come in... however these types of issues can't trigger dev action from this tracker for obvious reasons. I don't think it's harmful for these issues to just sit in the open list so long as they're not upvoted, but the folks doing the voting on issues would know best about this.

you dont think i have smurf reported them 100+ times EACH? it does nothing, 2 accounts got banned and they bought 5 more. same fuckers just cheated in my game just now
I think, in addition to sending reports, You should try using Dota+'s 'Avoid Players' feature and the 'Queue Again' feature. The 'Avoid Players' feature allows You to block specific accounts immediately after a game, preventing future matchups with them. The 'Queue Again' feature enhances Your chances of finding better balanced matches.

wrong. avoid player only avoids them being on your team. they just abuse it and use it to party up with other wanks i avoided so they stack up on enemy team.

I see Your point; You are right—the 'Avoid Players' feature will definitely not help and may even work the other way around.
It may be useful to Change Regions You usually play on.
I also recommend trying liking and disliking in aftermath overview, and check the impact. IMO the cause of the issue maybe streams snipers. Liking may increase chances of been in team with the same way playing player.

This would increase the pool of potential opponents(and teammates) and make it harder for stream snipers to target You. Additionally, hiding the selected region(s) while streaming could further reduce the likelihood of being stream sniped, as it prevents others from knowing where You are playing.
