Skywrath Ultimate sometimes doesn't render on Twitch stream (may be dependent on settings) #3094

Description

Skywrath's Mystic Flare sometimes doesn't render on the official streams, but it seems to work fine in-game. The spell area of effect renders properly given my in-game settings regardless of whether the default weapon cosmetic or Empyrean Immortal item is used.

In game 1 of Lilgun vs Army Geniuses in the SEA Regional Qualifiers, Skywrath's Mystic Flare doesn't render on stream. Shown in this twitch clip: https://clips.twitch.tv/TrappedLivelyWombatWholeWheat-l2ReD4-vj4fL_tXS

The example Match ID is the game I just mentioned from the SEA Qualifiers. If I watch the replay of the match on my system, the ultimate renders properly for me (starting at in-game time 10:15). It could be an issue of the observer Dota account's personal in-game settings.
