[Suggestion] Add a couple of issue categories + suggest a certain format when creating an issue title

Description

There are a couple of issue categories that can be created to ease the process of attending to bugs.

Some of these include:

• Hero issues
• Game crashes
• Performance issues
• Suggestions (so that these are not lumped with issues)

And so on.

Since we have many heroes and many items , an issue title format can be enforced so that it is easier to create scripts that group issues based on some metadata.

For example, something like [Severity] [Hero/Item] [ any meta data that makes it easy to sort issues based on the meta data provided] (i.e. [Game Breaking] [Dark Willow][ ... ] Dark willow using q crashes the game) This change would allow the developer(s) to easily get to the issues that are most pressing, and provides flexibility when it comes to the prioritization strategy.

It also makes it less likely for this to turn into a wishing well / circus if certain rules are enforced.

Yes, we should enable labels to put things into different categories to better filter results.

Agree, stuff cosmetic issues are a huge concern for the dev team as well.

Need a category for mechanics. Most of the issues are just people not understanding in-game mechanics and not reading ability descriptions and patch notes.
