Can you check your ram and HDD activity when lag occurs? There is a possibility that the lag happen because:

  1. your ram is full
  2. your HDD is working 100%

16 GB of RAM, is on SSD. I tried to re-log in, it's still the same. If you watch the full game you will notice that all the players have re-logged in dota

Seems like its a server side issue, since i am seeing others posting similar issue. But for me once it was because one of the program which was open in my system had a issue and it kept getting more ram for itself (memory leak). Because of that, that program was using like 10GB of ram just by itself and other apps couldn't access the ram they needed. Next time open the Task Manager and monitor your ram usage when you are playing and see if something is causing a problem
