Local server issue #6955

Description

Hello, development of dota. I have an issue about local servers in dota by radmin vpn. If I try to connect on dota map, sv_lan 1 with friends - its working, but if I will do it by "any.cfg" it doesn't work. If I write "dota_force_gamemode 11" before it, then nothing changes. It stays on "all pick"(frist gm), how can I fix this issue? There are commands that I wrote and doesn't work.
