Blink goes on cooldown when summoning Tempest Double #7161

Description

Blink and its upgrades enter its 3s damage cooldown when Arc Warden summons a Tempest Double, that has recently expired.

This bug was already reported in 2021, got fixed in March 2022, but has been reintroduced into the game.

For some reason the Tempest Double timing out causes its Blink Dagger to go on cooldown when resummoned within <3s of timing out, even if no enemy touched it.

The bug got fixed in March 2022, but has somehow returned to the game.

This is bugged again as of 7.33(b).

I wonder why this keeps breaking?!
