I don't think it's supposed to work like that

Refraction does not proc on damage instances <5. Static Storm damage ramps up over time so the first few ticks deal almost no damage and do not proc refraction, thus disabling blink.

In Dota 2, Static Storm is an ability that creates an area of effect that damages and silences enemies within it. The silence effect prevents affected enemies from using any active abilities, including blink and other movement abilities. Templar Assassin's Refraction ability grants her a shield that absorbs a certain amount of damage and provides temporary invisibility when activated. However, it does not grant immunity to silence effects. Therefore, when Templar Assassin is affected by Static Storm, she will be silenced and unable to use her Refraction ability, including the blink ability that comes with it. This is not a bug but a feature of the game mechanics.

The silence mechanic has nothing to do with blink dagger. U get your blink cancel when u take dmg isn't that simple? why u complicating it?
