Wind waker cyclone's should move? well it can. And there is no description on the item. Not in Pt(br).

i dont know the language, but looks like it mirrors English version just fine. "When cast on yourself the cyclone can be moved anywhere at the speed 360"

Cyclone on Wind waker can only be move with Self cast with 360 movement speed, it said right there in the item description

can be use on ally (but they can't move)

pretty much it.
