Stuttering on high-end laptop Windows 11 #9715

Description

Just bought new Lenovo Legion 2023 (Specs: i9-13900HX,rtx4060) and have fps drops every few second from 240 to like a 100, thus having stutters and it becomes unplayable. Console shows almost nothing. Have all drivers up to date include BIOS. Tried both Vulkan and DX11, any settings from lowest to highest, nothing changes. Not only online but also in hero demo mode it's the same

All other games runs decent like cs:go 500+ fps, PUBG 240+, GoW max settings 65-70 2k.

I don't have any CPU high temp, GPU high temp, all things that hardware wise could be the case I've already checked. Some software issue.

All settings from high to low, all API, NVIDIA reflex etc. were tested nothing, and no matter what settings I have, 240 fps smooth af, and then stutter to 100 or so without thermal throttling, gpu usage, overheating, idk fr what could be the case, windows 11 Core Isolation is off too.

Clear install with deletion all things too. I have an ETW, where should i send it?

Same Issue on my Legion 5 pro.

Same Issue on my desktop with i9-13900k and rtx4090.

Same Issue on my laptop with i9-13900HX and rtx4080 Laptop GPU.

Got it fixed when lenovo fixed my laptop and seemed it was the motherboard fault.
