Players already have a huge cooldown on pause. The feature is meant to give small buffers for things that require immediate attention. Bad manner pausing is an unfortunate habit of the toxic community. But there are times(although it has become incredibly rare) that a pause sticks and someone has time to quickly take care of on immediate task. Removing it does not seem like the right option to me.
All right then make it punishable to be pausing after a fight just for no reason. It's obnoxious especially on lower behavior games.

I have had so many turbo matches where some little bratty kid pauses the game after getting a kill because he thinks that he's going to be revered by his grandchildren in 80 years. This happens ALL the time and needs to be considered griefing.

Maybe reporting bad-manner pauses for communication abuse could help. It is, after all, a communication abuse through a game feature.
I tend to report players for that but it doesn't help much.

Obnoxious as hell, please for gods sake do something about the pause abuse. We're trying to play and when people do this it interrupts people and can mess them up. At the very least disable pausing for those with behavior scores below 3000.

Description
Pausing is out of control in Dota 2 - after a fight many players will pause for no reason. This is a mechanic that is too abusable and needs to either be removed or only allowed when a player disconnects.
