Works fine for me. Could be a driver issue.
I have the exact same issue.
Here is my system information.

Issue transferred from https://github.com/ValveSoftware/Proton/issues/2402. @celebdor posted on 2019-03-11T09:10:25:
It did not generate any log by setting the launch options.
Unable to initialize SteamAPI. Please make sure Steam is running and you are logged in to an account entitled to the game.
Just click play on the game in the library.
Steam -> Settings -> Steam Play -> Run other titles with == 'Proton 3.7-8'
Hello @celebdor, were you using Steam's beta client when you tested this game with Proton 3.16-8? If not, please opt into Steam's beta client and/or go to Steam -> Library dropdown -> Tools and install Proton 3.16 beta from the list, then retest.
Just to inform that my issue is still present in steam beta client proton 3.16-8. The game starts but it stucks right after
@kisak-valve I was not on the steam beta client. I'll check with that and report back.
@kisak-valve That worked, Thanks! Shouldn't there be a check in Steam that if the selected Proton version is not installed in "Tools", to prompt the user to go and install it?
@kisak-valve The game still does not start using proton 4.2-1. This is the proton log: steam-872790.log
On the current Proton it works fine, maxed settings 60fps during games, it runs better than Windows

Hello, is anyone seeing an issue with this game and Proton 4.2-7 that would block it from being whitelisted?
I've been using it successfully on the open source drivers without crashes and with excellent performance, just hit play and it works.
Found 1 issue and that is the tools to edit the game work but the saved editor files don't work.
@kisak-valve the game works fine with the latest version of Proton
