Consistent application exits during launch process.

Reproduction

Select the title within your Library using the Steam client and press the Play button

Unhandled exception: unimplemented function bthprops.cpl.BluetoothGetRadioInfo called in 64-bit code (0x000000007b44c04c). in the log looks like a line of interest.

@kisak-valve Hopefully that's a false-positive, it appears Bluetooth functionality is required by the optional(?) ForceTubeVR plugin for Unreal Engine 4.

As an aside it also appears Contractors uses the open source Secure-Client anti-cheat plugin (currently Windows-only).

Unfortunately the issue still remains with the current Proton and SteamVR releases.
