This is working in the very latest wine-7.0-rc3-13-gb173a96237b (but didn't work in 7.0-rc2) using a prefix that works with the crossbell sequel games. At least in those games you need to install some extra things into the prefix for it to work correctly. If you can get these installed into a 32 bit steam prefix for this game it might work also.

I am able to launch the game, the intro logo plays, and the main opening video plays at the end of the prolog mission, and the game doesn't crash afterwords. However the opening video played too slow so the audio finished first.
I tried both copying the "good" prefix into the proton prefix folder and then installing those components using protontricks but it failed. You will need to force steam to create a new 32-bit prefix to get those installed in it. Note with proton you won't need to install dxvk into the prefix as it is already included. The game may not work correctly without dxvk.
Edit: Its enough to just set WINEARCH=win32 %command%
in steam, use Proton-7.0rc3-GE-1 and let it create a new prefix. :+1: XVID video now plays, but still too slow.

This issue can be easily replicated by launching the game and allowing opening cutscenes and logos to play; test pattern will be shown
For the record, Trails in the Sky FC (251150) and Trails in the Sky SC (251290) also have issues with playing video cutscenes; albeit their issue is that the video scenes play at a slower rate than they should, resulting in audio and video de-syncing
