Update: Can confirm the Single Player Campaign is running as expected. The launch options WINE3D and coherent-options are required in order to view the game properly. In the game's Options, HDR must be selected OFF as well. Other graphic options do not seem to negatively affect the ability to view the game.
The Multiplayer portion does not work still. Connection error is persistent despite having the CERT_FILE launch option. I can confirm that I have run through their (outdated) support page, so further investigation and assistance will be needed.
Another dxvk commit relating to a issue in this game has been made. It should be available to test on bleeding edge.
Edit: Did some testing myselft and the game still have lot's of issues.
Not exactly anything to do with Proton, but a fix for the native game's freezing is to disable V-Sync on the driver side. This probably causes other issues, however.

Symptoms
The game launches and loads with no issues, but displays "Unable to Sign In" error message when attempting to connect to Planetary Annihilation (PA) servers. Without compatibility support, the game launches with no connection error message, but the screen is "frozen" from user interaction, when in actuality it is suffering some sort of heavy lag response when clicking in and out of the game during Windowed Mode.
This next portion is not covered in the log, but from personal experience prior to the latest proton versions 6 and up. If the Multiplayer portion is ignored, Single Player seems to produce odd results, such as the Campaign fights unable to "close out" properly after a match has been won, with the game unable to move on to the next part of the Campaign conquest missions. Gameplay works as expected from Windows, but the game seems to "hiccup" at times by either freeze-crashing or simply closing out of the game entirely.
I have yet to see if the Single Player portion works fully, as my main concern is to see whether the Multiplayer portion can be fixed or not.
Reproduction
Have tried launching the game as is, with little success. Then used the following launch options without Compatibility support:
Launch options were able to provide at least the game's opening cutscene to display properly, but interaction with the menu was "frozen", as described earlier.
Kept the launch options as is, while implementing the latest Proton version, Experimental, and older versions. Cutscene is bypassed, menu is useable, but a connection error is produced each time.
I welcome all troubleshooting suggestions, even basic ones that I may have overlooked or not tried at all.
