Some additional things I've noticed. When the game starts, you're able to move around and control a character that can knock over the letters of the company logo, pick them up and throw them, attack, etc. Basically it immediately loads into the game and the splash screen becomes a little playable demo. During this time, I can move around and do everything as normal. A little progress indicator in the bottom left corner says that I'm connecting to the servers or authenticating or something, and as soon as that finishes there's a few more seconds of demo playability where the glitchiness you see in the video I uploaded begins before the game progresses to the main menu and the little demo ends.
Checking server options in settings shows that every server, NA, Asia, Europe, etc, has a 999+ ping, but the servers behave normally when I actually start a match. There's no network lag. There's just that consistent stutter that makes it difficult to play the game.
Using the launch options VKD3D_CONFIG=dxr11,dxr PROTON_ENABLE_NVAPI=1 PROTON_ENABLE_NGX_UPDATER=1 LFX=1 %command%
enables DLSS but NRLL, NVIDIA Reflex Low Latency, remains greyed out.
The game is currently #7 on Steam's best seller list and has been in the top 10 for a few months now. Getting this working for the masses on Steam Decks and such while it's still such a popular title with a rapidly growing player base would be a great investment. I've asked around and have been told by most people that they can't even launch it. I never asked for specifics from any of them, like system configs/specs and such, but playability seems to be a mixed bag for some reason.
Here's another log file. I played through a full game for this one and didn't just flip around on the main menu. steam-1260320.zip
After upgrading to Ubuntu 23.10 with the 6.5.0-9-generic kernel, Nvidia Reflex Low Latency is no longer greyed out but the consistent stuttering remains identical using GE-Proton8-20.
Today's update is unusable on various Proton versions, can someone confirm this? I can't join a custom game (Connection Error), sometimes my friends can see me in the lobby but I don't actually join; when I try to host the interface just goes missing randomly. It's all over the place and different with every restart.
After the latest update, I can no longer start any matches at all. Quick Match games exit back to the main menu with error 50001 (failed to join game, try again later). Unfortunately, that means the game is no longer playable on Proton. I haven't tried custom matches, but judging by what was mentioned above I don't expect that will work either. I'm using GE-Proton9-4 which worked fine prior to the update.
@krateng @All-The-Foxes the game got an update today and seems to have fixed disconnection issues on my side. Could you confirm?

It's still not working for me. Disconnects at the start of any game, quick match and custom, with error 50000.
Updated the OP with new information. Added a new log file to the OP. For this one it generated 60MB in the ~30 seconds I was on the main menu, so I cut off most of the repeating stuff at the end; it's only 200 kB.

System Information
I confirm:
steam-1260320.zip More recent log (May 4 2024): steam-1260320.log There are no launch options other than the one to enable logging.

Symptoms
Every single second the game will stutter and freeze for about an eighth of a second before recovering, making smooth gameplay borderline impossible. Also server pings are reported as 999+ms, causing disconnects when starting games.
Reproduction
Just launch the game. It is observable immediately after the splash screen ends and the main menu begins.
