I have previously tried to downgrade Nvidia drivers with very glitchy results so I'm not trusting that process this time, but I did downgrade Hyprland to a known-working version with the same result so I don't think this is a Hyprland issue.
I'm using Hyprland which only runs Wayland

1: Launch Stalker: Shadow of Chernobyl on latest Nvidia drivers under Wayland
2: Fullscreen the game
It turns out that this bug is likely due to allow_tearing option on Hyprland, maybe an Nvidia driver update that borked the feature.
Setting the option to false lets me play the game, just with forced Vsync.
