Sample map, model, and material sources not included in games #1009

The SDK Tools are now being shipped with individual Source 1 Games.

However, the old SDK Tools included the sourcesdk_content directory with sample map source, model source, material source, particles, and (for TF2) MvM map, nav file, and population script. These are notably absent from the games now.

These really need to shipped with the game if the old SDK Tools is going to be removed from the Tools list on Steam.

Alternately, each game's tools should be moved into separate Authoring Tools packages like they are for the newer Source games.
