[HL2] Missing decal in d3_c17_12b - 13 transition

Right before the transition to c17_13, there's a busted flickering lamp, and behind it there's a little square of the error texture. The decal there is looking for "decals/decalmetalfirehydrant001a", which doesn't exist. Easy fix, just removed the infodecal.

This decal seems to be from the HL2 beta and probably was accidentally removed during development. I was able to retrieve the decal texture from it and have uploaded it to Google Drive for patching.
