This is possibly an intentional change.
Spy's Primary weapon is actually his Knife even though the slot name (and token type) for the Knife is Melee. The Revolver is actually the Secondary slot.
So, all that changed is that the Spy now defaults to his Primary slot instead of slot1.
Side note: The complete list of slots for Spy are:
plus the usual 3 Misc slots and Action slot (and taunt slot(s)?)
I wonder why the sudden change though? It was the way it was - for literally years.
Talking about that, the Medic should also always default to his medigun.

The Medic spawns holding his primary weapon, when the Mediguns are the core of the class, which may confuse new players, and some players may wish to have the Spy spawn holding a revolver.
In response to this I'm going to switch this issue report to that feature request.
I have noticed that ever since the "Love and War" update, every time I change to the Spy class, it defaults to the melee-slot. I then have to switch weapons to the primary/pistol.
I do not see that occurring for any other class? For any other class, it seems to default to whatever the last weapon used while that class (at least in the same server session) - or maybe its defaulting to primary for all other classes?
