At first, I thought maybe it was just Heavy's voice actor, Gary Schwartz, getting old. But then I gave it more thought: Demoman's voice lines still sounded fine, and Heavy at times sounded almost more like Demoman than himself.
I started fiddling around with Heavy's voice lines in Audacity, and what would you know: After pitching his voice down by approximately 8 percent, he sounded MUCH closer to his old self.

Ultimately, I think this is something only Valve can fix, since I don't know the exact values, equipment or filters they use to pitch down Heavy's voice just right.
I'm not entirely sure what went wrong, but the voice lines they added for Heavy during Meet Your Match don't sound quite right.
