[TF2] Hydro bugged in matchmaking #2178

Hydro's been bugged since the matchmaking update launched back in July, 2016 Sometimes a team is locked in the wrong area while the other can just capture a point, occasionally it is possible to move during the countdown phase. It may be occuring when one team caps a point and another recaps it, but I am not sure

It seems teams spawn in the wrong area at the beginning of a round sometimes. Dying/respawning puts you back in the proper spawn.
