[TF2] Demo Support Feature Records Pregame

While the Demo Support Feature is a great step forward for TF2, it suffers from a multitude of issues that make it inferior to the plugin it's meant to replace: P-REC.

• It records the entirety of pregame. This means that any given demo from organized scrims and matches will have 10-20 minutes of players screwing around before the teams have actually readied up. P-REC does not start recording until both teams have readied up, cutting down on unnecessary space and time consumed.
• It does not divide by "halves", or complete rounds. As long as you're playing on the same map in the same server, the demo runs continuously until the map is changed or the user disconnects. Instead of recording individual halves of a game, like P-REC would. This makes organization of demos a far bigger hassle than it should be.
• Even if set to record only mp_tournament games, Casual Matchmaking games are still recorded. This means competitive players are drowning in a pile of irrelevant demos among the ones they actually need- recorded POV demos of their matches and scrims.

All of these issues make Demo Support a downgrade from P-REC. I really would like to see them fixed- an official tool from Valve should be better than a barely-maintained plugin from the community.

Multi-issue issue reports are bad for any issue tracker and only the first bullet point will be tracked in this issue report.
