[TF2] Demos execute user configs #2202

Demos by other users can execute that other user's config while the demo plays Arranging from changing crosshair attributes to graphical fidelity settings. This shouldn't be the case, it results in annoyance and serves seemingly no purpose If Valve wants to keep it, add a "Toggle config execution" option so that it can be disabled. Edit: Not the case with Half-Life 2

Hello @hahagoni, is this is a general source 1 engine issue or specific to one game?

This is confirmed to be the case in TF2 EDIT: This was never an issue with the replay system
