The matchmaker already takes a number of factors into account when assigning matches to produce balanced teams. We are constantly working on improving the system, but it's not a matter of a single missing input.
We could rename this bug something like "reduce occurrences of imbalanced teams in Casual" which is definitely ongoing.
As of the March 28, 2018 update Casual uses the Glicko system to improve team balance.
Team balance is much better but i still feel like that it needs a bit fine tuning.
Mostly i get assigned with players under my tier (im level 88 Tier 3) which is fine,
but the problem is that mostly the teams either contains 1 high skilled player with a high tier
while the rest of the players are mostly low skilled or a team contains only low tier players
fighting against a good balanced enemy team,
wherefore when im assigned to a low skilled team i need to go out 110%
to somehow make them win which isnt always working and not fun to play.
And also players still get assigned to the winning team when the loosing team needed more players.
Thats from my point.
EDIT: Well i didn't know about that since there is nowhere stated that casual even takes many factors to asign players to a match.
So i changed the title for the current issue that Nephyrin pointed out.
