Also texture editing isn't that hard so it's possible to port the original textures from Gearbox's Goldsrc models. But I guess the developer wanted them to look nicer in source graphics so he edited the hands textures. Not that big deal imo
The license for the pack doesn't mention that they're prohibited from being used commercially..
You can freely use these models and textures in your projects, just referense the author (A. [Stone] Denisov).
The problem here is that Valve most definitely did not credit the creator for his work. Also, there are other fan ports of these models which only use the original content made by Gearbox.
The best fix for all of this would be if someone at Valve took an hour to do these ports in-house, if they even have the original source models and textures to do so.
This is a [very small] legal issue for Valve, but I think it does exist. The creator could very well send a letter to Valve asking for either credit or to have the HD pack removed.

I've seen other packs out there. As I said the textures he used fits Source far better than defaults. And to make everyone happy just mention the guy below the HD models trigger.
@kisak-valve Any update on this? I installed the game tonight and it still has the fanmade content in it, Apparently gman.mdl is entirely custom and not from any previous Valve content.
As for crediting the original creator of the pack, I found that @alfred-valve did mention them in a Steam post from when he put the pack into the beta branch in 2013.
In #1238 way back in 2013, I suggested the implementation of the 'Use HD models' option so that HLS and HL1 on GoldSrc would have feature parity. I recommended a texture pack from GameBanana under the belief that it was simply a port of the content that Valve themselves had created. This is not the case. Several textures are fan-made, and are not legally the property of Valve or Gearbox.
