I believe this is intentional, although undocumented. Players with excessive newline characters in their names could potentially clear the chat of any teammates nearby when using voice commands. I don't see how this could accidentally be done, although it's up to interpretation.
I hope the developers read this, the solution that comes to me is the following: In the game there has always been the option to interact with the players menu which is opened by pressing the "TAB" key, among the options that are there when you right-click on any player, there is the option to silence the player, thus not We can listen to sound or voice spam, what they should do is add the option to mute the chat for that selected player, so for this by default interacting with that menu is disabled, when adding this new option by default it should be active.

Please describe your issue in as much detail as possible:
The latest update has introduced further restrictions on accounts that are unable to chat in matchmaking, however it has extended to the point where it currently affects the gameplay experience. In return, the built in voice commands that have been in the game since its release are now disabled to F2P players. This can be crucial to matches where a player needs to call a Medic while burning or quickly warn about a Sentry nest nearby.
Steps for reproducing the issue:
Queue into a casual match with a free to play Team Fortress 2 account. After asking a few friends, I've narrowed down that people who are F2P in the game, not Steam, will be affected by the issue.
I could be wrong about the type of accounts that are being limited, however I have my full trust on those who I've asked about being able to chat and use voice commands in matchmaking, making sure that they are not bots. 😛
