[TF2; Feature Request] Add time & round limit to Casual Capture the Flag #3402

We would like to introduce a time & round limit to the Casual version of Capture the Flag (CTF). The teams should have max 15 minutes (per round) to make the 3 caps in 3 rounds. If the timer runs out, whichever team had the lead will get an automatic win (if a teammate still has the intel by the end of the time limit it enters overtime), but if it’s a tie by the 3 round limit is reached, then there will be a Sudden Death round, where otherwise the round would end as a Stalemate, and carry on. I’m making those requests due to seeing many complaints of players who play the mode a lot about how it “never ends” and how it’s just “team deathmatch w/o a time limit”. Again, by setting a round and time limit, we can encourage players to push for the Intel and back, eliminating "friendlies". Also make those default settings for community servers.

If round timeout happens and someone still has briefcase, then overtime should occur until the intel is secured. CTF should just revert to what it was before the MYM update (MYM made a different tier of ctf, didn't force this ctf for community servers, but still should adopt the old default) (https://wiki.teamfortress.com/wiki/Capture_the_Flag has it described similarly, but includes overtime).

All modes should have a time limit in Casual. Playing 1 h matches is exhausting
