L4D1 Difficulty glitch #3529

So when I play single player and lets say the difficulty is advanced right , when i finish with single player and go to a online campaign with other players the difficulty from what i was playing on in single player shows up when i press tab even though its a different difficulty for the campaign. Also when i go to call a vote for difficulty the difficulty that i had for single player is still greyed out and the game acts like that its still playing on that difficulty and i can't change it at all on both call a vote and the tab button to see what difficulty it is on. Is this a rare bug and if so can i go to any game file or so to fix it?

I have seen this error, but not with the difficulty, but with the sv_cheats, the players create games with the cheats activated, and then they join an online game and manage to enter with the sv_cheats activated, then in the server they make objects appear , first aid kits and weapons, since I have a server now I use a plugin that helps me control that, but the official VALVE servers do not have this security, so they can do what they please there.
