I can verify that this issue exists; I am affected by it as well. However, it is not Windows-specific, I play TF2 on Ubuntu linux.
The console command hud_reloadscheme
does not seem to affect the party chat window.
I run TF2 in windowed mode and did not check to see if this problem exists in fullscreen mode.
As stated by mechabubba, setting the resolution to 1600x900 via the video settings menu will recreate this issue. Other resolutions avilable in my settings were NOT affected by the issue of resizing party chat box. Those resolutions were: 1920x1080, 1366x768, 1280x720. Additionally, some resolutions forced via launch options may be affected by the resizing party chat box.
I have used two different resolutions set via launch options, both of which are affected: 1700x1000 and 1440x810. Those resolutions can be set by adding the following to the Team Fortress 2 launch options: -w 1700 -h 1000
and -w 1440 -h 810

Description
Only in certain resolutions, the party chatlog height will shrink every time you open and close it, until it is no longer visible. I have only been able to replicate this on a 1600x900 resolution; other resolutions will act normally. This is also the case when using custom HUDs.
To reproduce, simply change your resolution to 1600x900 and click the party chat button a few times.
