What a run-on sentence. It's hard to figure out what the issue you're reporting is. You seem to have listed off a bunch of random things that may or may not be issues but it's hard to figure out.
The one thing I can figure out is you're complaining about having easy access to the game files, and how easy it is to modify them. That isn't something they're going to "patch" and make impossible to do. They aren't going to kill the modding scene of the game just because some "cheating" methods use easily-done modifications of game files.
The other thing I can figure out is you want a Workshop for L4D1 and that will apparently help the issue...somehow. How would adding a Workshop for mods stop cheaty mods? Answer: It wouldn't. You can still get mods from sites like Gamebanana.
It's very easy, as the addons are controlled by the workshop, they are inside a folder that is controlled by the connection to Steam, so if you don't have internet, your mods stop working. Now all the games that have a workshop, have a cvar that controls the use of addons (Checks the use of addons in the players that join a server), they also have a netprop that also controls the use of addons (With this you can deciding whether or not a player with addons can enter a server), I know many don't know this, but VALVE workers if you read this, you will know what I'm talking about.

That sounds silly. Restricting modding like that. And why restrict it when you can just make your own mods offline? There's a reason servers have sv_pure.
It sounds silly because you come from games that are constantly updated and with good security, in L4D1 the sv_pure does not work as it should, I clearly mentioned that this happens on official servers, and on community servers configured with all the security, I also said that in L4D1 for the mods to work, they modify the game files, like the pak01_dir, and that is not detected by the sv_pure.
Now, I'm not saying that you should restrict addons for everyone, I'm saying that you should fix the control of addons, right now we are in a tournament, and for security we are literally trusting the players, you as TF2 players should understand us better , since TF2 tournaments are also community tournaments, and they need help from VALVE, even TF2 receives support in medal updates, and just as TF2 needs that support, we also need VALVE support.
VALVe doesn't control the use of exploitative custom content in TF2 community tourneys, it's up to the community to make sure that everyone is playing fair.
Alteration of files, addons with traps, glow infected textures, trees and bushes without leaves, and all this just for not adding a WORKSHOP to L4D1, controlling the use of mods in L4D1 is almost impossible with the current system, you modify the files of the game and you already have free access to install any type of trap based on models, textures, particles, sounds and even scripts, yes, not even the weapons scripts that are supposedly safe get rid of this, the damage is increased, the precision, and you can enter the official VALVE servers without problems, you can even enter the community servers with the highest security configured.
