[TF2] Add an option to commit to to joining a community server once it has x amount of players in game/in queue.

Community servers have always had a problem of "no one is playing because no one is playing". Nobody sees 0/24 and clicks join.

I suggest adding some sort of button to queue into a community servers and joining when enough players have done the same. For example, I could add myself to the queue and commit to joining a certain server. Once a total of 12/24 players are playing/queued, I would be notified or automatically join the server.

• The amount of queued players should show in the server browser somehow.
• The amount of players required should probably be a percentage of the server's max players. Maybe 50% or 75%

This feature would really help make the game playable outside of casual during the bot crisis.

Kind of like having a matchmaking system put you with other players and dump you on a community server. Interesting idea.
