[TF2] The Manmelter balance suggestion #4611

This weapon is still heavily underused. My idea to improve it is to make the alt-fire automatic. So when you have the manmelter equipped and active, it automatically extinguishes teammates in small radius. If the results are too strong, you can drop the extinguish heal.
