Notably the Cow Mangler was Paintable with team colors on launch, but was removed presumably due to it affecting the particles, but the current particles are not affected, so I see no issue with it being Paintable.
Considering how you can already make loadouts that make the team colours of the player hard to see, I don't think having weapons that can contribute to this even more would help. These weapons are also likely only "set up for paints" in the sense that their texture support it, but not that they were ever intended to have it.

Actually there are a bunch of unused Paintable items https://wiki.teamfortress.com/wiki/Category:Unused_Painted_item_images And the weapons I mentioned have the red and blu as a minor part or non existent like the ap-sap. And the festive weapons base counterparts have no team colors. War Paints also already break team recognition with pyro's primaries.

Festive Weapons can still be identified from the team colored lights, and the non festive versions have no team color. Lollichop is a reskin of the fire axe which has no team color, and isn't visible outside of pyroland. Ap-sap is a reskin and has no team color.
Overall these changes would have no effect besides the cow mangler, even then the other soldier primaries are not team colored, and the particles would still be team colored.
Valve have toyed with paintable weapons many times in the past and were never happy with it.
At this point I think they'd just prefer to use the war paint system. Now, war paint support for more weapons, I can get behind.
For Clarification, I am talking about the Paint Cans, not War Paints. Several weapons such as the Lollichop, Ap-Sap, Cow Mangler 5000, Festive Axtinguisher, Festive Bonesaw, Festive Chargin' Targe, and Festive Sandvich are all set up for paints and do infact work in itemtest when paints are applied.
