[TF2] [Feature Request] Make voice chat not affected by water DSP

Water, which muffles all sounds, also affects the voice chat. This can be very inconvenient in some situations where a player has a very low pitched voice and it can be quite difficult to hear them.

In CS:GO voice chat isn't affected by water dsp btw

I think this should be a toggle in the settings, I quite like this.
