[TF2] MMR points should not be lost when both teams win in Casual mode. #4870

In the update of March 28, 2018. The Glicko skill rating system was introduced in Casual mode. This system is supposed to balance the teams, I've noticed that in game modes such as Attack / Defense and Payload, where both teams can win, however they give the winning state to the BLU team, which causes a loss of MMR points for the RED team. This issue generates an imbalance in the Glicko skill rating system, which negatively affects the game experience.

I hope this issue can be solved soon.

As a result, you lose MMR points if you are in the RED team in Casual mode.

Stopwatch should return in backend of PL/CP matches to silently decide which team receives MMR, but shouldn't determine when match ends.
