The regular damage penalty isn't meant to apply to buildings IIRC.

Listed penalty is just -35% damage, no mention of players only. Even if it was only for players it's still dealing 8 more damage than the flare gun

This occurs as the Scorch Shot Double Hit applies to buildings.

Visually no bouncing flare is spawned during the interaction, it also applies the damage in 1 instance rather than 2. I'm guessing that the scorch shot is dealing splash damage in addition to it's direct hit damage

That'd be the case as the Scorch Shot does have splash damage by default.

That'd be the case as the Scorch Shot does have splash damage by default.

So does the rocket launcher and it does not deal its splash damage in addition to its direct damage.
