[TF2] Servers / Game coordinator not working #5906

this issue also includes the game not detecting steam or even creating an offline server this issue happend on the 64 betas and when the game got updated to 64 bit the issue become worse since it also affects TF.exe (32bit) (i use a windows 7) error1 error2 error3

Also i found similar issues like #5913 that he uses win7 + 2023(kinda old) version of steam and noticed that tf2 without custom huds crash immediately and when i put the custom hud (rayshud) it happends and the issue of servers / steam not detected occurs

It was fixed for me awhile ago with the bugfix: Fixed a crash when opening options/going into game (mostly affecting Windows 7 users) but now the same bug is back again after it was fixed around the summer updates and still haven't fix it yet.
