[TF2] Mann Up & Squad Surplus Tickets are considered Cosmetics in the Store #5932

When browsing the Mann Co. Store, unlike every other tool, Mann Up and Squad Surplus tickets are grouped with cosmetics instead of tools (This happens regardless of HUD, I just have a custom one on right now.)
