[TF2] Item preview in inventory doesn't correctly display Ü #6137

Shown here on the 2023 Summer Cosmetic Case on the item "Über-wear". Shown as "bber-wear."

This only applies to the item preview when you hover over the case. Here it is shown correctly when you press inspect:

What is your OS, and which render engine are you using (DirectX, Vulkan, or OpenGL)? What are your launch options? Are you using any custom configs and/or mods?

This issue is very similar to https://github.com/ValveSoftware/Source-1-Games/issues/6058.

This issue is very similar to #6058.

Windows 10. DX9. No HUD modifications, and launch options only to put me into windowed borderless.
