[TF2] [Feature Request] Allow strange Mad Milk, Mutated Milk, and Concheror to accept the Strange Part: Allied Healing Done

Currently, these items all allow you to restore health to your allies, but cannot accept the Strange Part: Allied Healing Done. While it makes sense they cannot accept most other strange parts, these weapons not being able to accept this strange part is somewhat inconsistent with other items that can accept this part, such as the Crusader's Crossbow and the Amputator, considering all of these weapons allow you to heal your teammates.

I will note, this may not be possible to add to the concheror due to how the healing is provided by applying a buff to teammates, thus not actually registering the health restored by teammates dealing damage as "healing" points.

Mad milk healing contributes towards healing points iirc. The scout can see the "+{number}" text on teammates when they damage milked targets.
