[TF2] The Sydney Sleeper lacks the 200 millisecond headshot delay while scoped #6265

The Sydney Sleeper lacks of the 200 ms delay before the player is able to headshot as found on the other sniper rifles, I assume this is due to the way it counts headshots in the "Nature's Call: Scoped headshots always mini-crit and reduce the remaining cooldown of Jarate by 1 second." stat being functionally different to normal headshots with other sniper rifles.

This allows the player to hold down the fire button inbetween scoped shots to instantly lead a mini crit headshot on a player, where as the other sniper rifles would only result in dealing the 50 base damage on headshot due to the 200ms delay before it can deal critical headshots.

Honestly this doesn't really seem broken or unfair, it's already the weakest rifle so I don't see a reason to fix this.

While this may originally be a bug, I think the right thing to do is keep it in the game. The Sydney Sleeper exclusively does not benefit from a headshot in the same way stock does. I feel keeping the zero delay helps it be a good sidegrade to stock and rewards accurate, quick input.
