I like my idea of a biweekly map rotation better, but what you're saying isn't too bad either
I think "Weekly Featured" Rotation could achieve the goal of "reviving" old maps without locking you out of the maps you typically prefer to play. It'd also be simple to implement as all required systems are already in place.
I love that Team Fortress 2 (TF2) is getting new maps to play every update :D
However the increase number of maps has started spreading out the TF2 Playerbase more than ever before, causing certain maps to become unplayable due to a lack of players on these maps.
To solve this I recommended that each Core Gamemode has their casual search on the main menu limited to a limited number of maps (each set selected at the developers discretion) that is rotated every 3 hours. For example for the Payload Gamemode from 12pm to 3am players may only search up Upward and Borneo, from 3am to 6am only Frontier and Hoddoo, etc.
The system of which maps are offered in the post game should remain unrestricted and should still allow for the current map to be vote on even if it is no longer available to be search for on the main menu.
Furthermore map specific contracts should be a button on them that will search for the map even if it is no longer searchable in the main menu because its not in rotation.
This logic and system are same that were used in Counter Strike: Global Offensive last operation for Gamemode Danger Zone to combat lack of players and still allow for the ease of completing contracts when the player wishes.
I believe the implementation of these systems would allow for the continued addition of new maps without causing matches to not have enough players, drive old and new players to play maps they haven't played and boost player retention and overall satisfaction.
P.S This should also be implemented for seasonal update rotations that have excess maps such as during Scream Fortress. However, for Featured rotations that only have 7 maps, the search should not be in rotation and/or limited.
