[HL2] Extremely bright lightning #677

Bug Title: Extremely bright lightning. mat_fullbright 0 does not fix the problem.

Bug Location: Levels Black Mesa East, Highway 17, Sandtraps and Nova Prospekt.

Bug description: in the levels i said theres extremely bright lighnint (almost white) on textures (I think the game has no lighning at all on those levels).

Possible Bug Cause: Missing lmp files (Light map files, i think) on the "half-life 2 2007 base content" gcf. Those files control the lightning on the maps. Without them, lightning does not exist. Putting mat_fullbright 0 on the console does not solve the problem.
