Under what OS? What requirements does a game have to meet to support multiple gpu's? Portal 1 uses the same game engine as the titles you list so I don't understand how it is supported but others are not.
I've currently tested Windows 7 x64 and Windows 8 x64, using the AMD Radeon HD 5970 GPU Using MSI Afterburner to confirm the gpu usage, only one gpu was being used
Portal 1 as you have mentioned uses both gpus - http://img69.imageshack.us/img69/3259/1nt7.png
A list of Source Games which do not use both gpus - with image to show gpu usage

HL2 games, TF2, CS:S, DOD:S. These games do not have support for AMD Crossfire and Nvidia SLI. They used to have support a long time ago.
Only games like CS:GO, Portal 1+2, Alien Swarm and L4D1+2 have support for multiple gpus.
I would like to see multi-gpu support fixed for these games listed in the issue, there may be more titles affected than listed.
