I think this is a known issue with GM45, and I think all pre HD-3000 chipsets. Try adding the ppa:ubuntu-x-swat/ppa repository to your system.
Done, and no new updates with the new ppa. I also have ppa:ubuntu-x-swat/x-updates
and ppa:ubuntu-x-swat/intel-graphics-updates
with no luck.

@amanisdude: I'm working to get ppa:ubuntu-x-swat/x-updates updated with Mesa stable release 9.1.3 for Ubuntu 12.04. Unfortunately, it looks like it won't be until 9.1.4 until GM45 is fixed. (Thanks to work by @chrisforbes)
I don't want to recommend unstable releases to you, but I think xorg-edgers would have Chris's fixes for GM45. Be warned though, that xorg-edgers can be unstable.
@amanisdude Is this still an issue? If it is, please make sure that the 32bit s2tc package is installed and update to mesa 9.2.5 or mesa 10.0.0 or newer.

Upon launching Portal, I seem to experience an exorbitant amount of glitches, starting with the loading screen and ending with the "menu". There is no way to get past the menu. I'll let the screenshots speak for themselves.
As far as I can see, there are no audio issues. Screenshots and full system specs are below:

EDIT: Removed DMI, since it was TMI, and added Steam's System Information. EDIT 2: Updated title to reflect public release of Portal. This issue was present in the Beta as well.
