Quick Access Menu artifacting when more than 8 items are in icon list

Please describe your issue in as much detail as possible:

QAMenu should scroll and not have an artifact at the bottom when there is more than 8 icons in the menu list.

QAM cuts off at the bottom when more than 8 items are in list. In my instance they were:

1. Remote Play
2. Notification
3. Friends List
4. Quick Settings
5. Performance
6. Sound Tracks
7. Help
8. Decky Loader
9. Virtual Keyboard

Steps for reproducing this issue:

1. Enable steam link, such that its icon shows on QAM
2. Add DeckyLoader plugin (This is just to add an icon)
3. Set game context where keyboard is required, and shows in QAM.
4. Open QAM.

While waiting on an official fix (if one will ever come), you can use Smaller Quick Access Tabs (theme in CSS Loader) to mitigate this issue
