Razer Raiju Mobile controller does not work #1152

SteamOS version: 3.4.10
Opted into Steam client beta?: No
Opted into SteamOS beta?: No
Have you checked for updates in Settings > System?: Yes

Please describe your issue in as much detail as possible:

I am trying to use my Razer Raiju Mobile controller on my Steam Deck.

I have done some tests:

When the controller is connected to the Steam Deck with USB: everything works correctly.
When the controller is connected to the Steam Deck with Bluetooth: pairing the controller works but then nothing happens when pressing the controller buttons.
When the controller is connected to my Ubuntu (23.04) computer with Bluetooth: everything works correctly.

Steps for reproducing this issue:

Turn on the Raiju Mobile controller and put it in pairing mode.
Enable Bluetooth on the Steam Deck and pair it with the controller.
Press every button on the controller: nothing happens.

Just adding a note that OpenRazer doesn't support the Raiju mobile. Reporting a similar Bluetooth issue here. https://github.com/openrazer/openrazer/issues/2013

I suspect there's something unique about the Raiju's mobile that will need to be tweaked.
