This issue (as of 4th March 2024) is still occurring on both Steam OS 3.5.17 and 3.6, as well as both stable and preview Client versions.
Same with me, since day 1 and until now even with a reset it still does the same randomly..

I've been experiencing the same thing for a long time now as well on my non-OLED Deck.
This is an ongoing bug, I don't think this is something that Valve will pay attention to? We are the only one's to bring this up here, but it seems that as for what i see it's not going to be fixed.
Same here, not sure when it was introduced, but at least 6 months if I have to guess.
Would love to bisect, but the gamepad part is baked in the Steam Client which is of course closed source, so no luck here.
Have this too, it worked without issues when I reinstalled OS from USB drive. But after updating OS to the latest stable release issue started appearing again.

To solve the issue, I increased the joystick deadzone area. For example, if it is set to the minimum (2000), increase it to 3000 for both joysticks and then restart. This should fix the problem.

Please describe your issue in as much detail as possible:
If you have played a game for a length of time (two hours or more, but it seems random), pressing either the Steam button or quick access button (...) while in game will not open the applicable menu on the first press.
You can hear a menu chime sound, which suggests that the press has registered, but nothing will appear on the screen.
A second press of either the Steam button or quick access button will then open the menu. It will continue working reliably until the buttons are not used again for a couple of hours.
This bug is reproducible in stable, beta, preview, and main update channels.
