[Big Picture] Lack of keyboard lang layout switch settings menu #240

Now it's minor, but before release it'd be great to handle some system settings via big picture interface. The real problem is there's no adequate method to set layout for big picture mode on auto installation steamos.

Yep, user can switch to desktop and set lang there but it would affect only for desktop account. The other way to login to gnome via steam account and set perferences which is needed, yet another to bind xkb options right to Xorg configuration. It's non-linux hacker friendly ways though :)

I have observed locale issues since beta release but do not understand the implications or know how to troubleshoot this issue. Some related issues can be found https://github.com/ValveSoftware/SteamOS/issues/131#issuecomment-53975896

For me using dpkg-reconfigure locales to set a system wide locale of any locales/'s chosen gets perl to stop complaining and my password works (due to it using special characters affected by us and uk layout differences)
